What does air ionization through electronic stimulation require?

I remember something on mythbusters about an air ionizer that used high voltage, but they didn't give much detail about it. Does this kind of ionization require just high voltage, or does it also require amps and some kind of pulse or special wave form? And does the wire have to be bare, or can it be insulated?
